Nova Cidade de Kilamba -- Kilamba for short -- is a large housing development in Angola. It consists of 750 eight-story apartment buildings, a dozen schools and more than that 100 retail units. It is being built by the China International Trust and Investment Corporation, and is designed to accommodate 500,000 people. There's just one problem -- hardly anyone in Angola can afford to live there.

Two-thirds of Angolans live on less than $2 a day. The apartments at Kilamba are priced online at between $120,000 and $200,000, well beyond the means of a typical Angolan. That means this city, beautiful as it is, will forever be a vast ghost-city. As of this month (July 2012), only 220 apartments have been sold out of the first release of 2,800, and only one school is in operation -- despite the fact that the children are bussed in from nearby populated areas.
